Terry Bailey is a partner at ACTS Law in Encino, California, where he leads the firm’s construction defect litigation. He represents homeowners, homeowners associations and property owners in Southern California in claims over poor workmanship, defective materials, code violations and design failures, including structural failure and building collapse cases, and also handles insurance bad faith and property damage matters.
Bailey grew up in a construction family and worked on job sites as a teenager and young adult, including as a union laborer and through his own landscape design and construction business. That background shapes his approach to defect cases, which he handles from early assessment through trial or settlement, including California’s SB 800 pre-litigation process. In 2026, his team secured a $15.25 million settlement for 61 Palm Springs homeowners and a $9.75 million settlement for an 88-unit Palm Springs condominium community.
He earned his law degree from the University of California, Davis, School of Law in 1990 and a bachelor’s degree in history, magna cum laude, from California State University, Northridge. He is a member of Consumer Attorneys of California, the Consumer Attorneys Association of Los Angeles, the American Association for Justice, the Los Angeles County Bar Association and the Community Associations Institute.
