Caitlyn Silhan is a partner in the Dallas office of Waters Kraus Paul & Siegel, where she handles complex civil litigation nationwide. Her practice centers on qui tam cases under the False Claims Act, representing whistleblowers who report fraud against Medicare, Medicaid and other government programs, often alongside government attorneys.

Silhan has represented whistleblowers in a record $85.4 million settlement with a medical imaging company and its CEO and in a $25 million Medicaid fraud settlement that included a first-of-its-kind summary judgment ruling on private equity liability under the False Claims Act. She has served on the faculty of the ABA False Claims Act Mock Trial Institute and speaks on private equity liability and whistleblower practice.

She earned her law degree magna cum laude from Tulane University Law School in 2011, where she was elected to the Order of the Coif, and her bachelor’s degree from Boston University. She is admitted in Texas and California. Through pro bono work with the Texas Civil Rights Project, she has worked on voting rights cases and received the group’s Kristi Couvillon Pro Bono Award in 2016.
